Second-choice form of Norwegian - Exemption from class and graded assessments

Students can apply for exemption from second-choice form of Norwegian classes or from taking graded assessments in a written second-choice form of Norwegian.

Description

As a student, you can apply for exemption from class or from graded assessments in second-choice form of Norwegian. The two are not the same.

You can apply for exemption from written second-choice form of Norwegian classes if you

  • Are taking sign language, Sami or Finnish classes
  • Are a speaker of a minority language and are taking special language classes (i.e. special Norwegian instruction, native language instruction and/or bilingual education)

You can apply for exemption from graded assessments in a second-choice form of Norwegian if you

  • Have been entitled to special language classes in 8th, 9th or 10th grades
  • Have trouble with both language forms due to illness, injury or a similar condition
  • Have attended an international or foreign school for 8th, 9th and 10th grades and have been taught following a basic Norwegian curriculum for language minorities or another equivalent curriculum

If you are taught according to an individual subject curriculum, you or your parents will decide whether you should take a graded assessment in second-choice form of Norwegian. Your right to choose will only apply if the individual decision on special education covers second-choice form of Norwegian.

If you have been granted exemption from taking graded assessments in second-choice form of Norwegian, you must still attend the class. Over the course of class, your teacher will also evaluate you, which will give an indication of your level of competence and what you must do to improve. Regardless of the type of exemption you are granted, it will not mean that you are exempt from reading texts in the second-choice form of Norwegian.

Guidelines – applying for, or receiving the service

Send your application for exemption from written second-choice form of Norwegian classes to the principal of the school you attend.  The same applies if you are applying for exemption from graded assessments.

Administrative procedure

The school will obtain the information necessary for making a decision on the case. We will then come to a decision. You will normally receive an explanation together with the notification of the decision. You will always receive an explanation if there is a possibility that you will be dissatisfied with the decision. If an explanation is not included, you can obtain one by enquiring with the school within the deadline for appeals to the decision.

Time taken to consider the application

The school will process the case as soon as possible. If a decision cannot be reached on the case within one month, you will receive a written message stating the reason as to why. You will also be informed of when the decision is expected to be made.

Possibilities to appeal; procedure

If you are dissatisfied with the decision, you can submit an appeal within three weeks from the date on which you received it. Explain what you are dissatisfied with and why you believe the decision should be changed. If you need assistance, you can enquire with the school. If the school upholds its decision, the case will be passed on to the county governor (for primary and lower secondary school students) and the county municipal appeals board (for upper secondary school students), which will determine whether the appeal should be sustained.
